Rules & Regulations

Dr. P.S.M. College of Nursing & Hospital is committed to maintaining a safe, disciplined, and ragging-free campus. Every student is expected to follow the rules and regulations of the Institute. Any violation of the code of conduct or involvement in ragging will invite strict disciplinary action as per the guidelines of the Hon'ble Supreme Court of India and the University Grants Commission (UGC).

Anti Ragging Policy

Steps for curbing the menace of Ragging

All students are required to strictly follow the Anti-Ragging Rules of the Institute.

  1. Ragging is totally prohibited inside the college campus. If any student is found involved in ragging, strict disciplinary action shall be taken against the student.
  2. Based on the Hon'ble Supreme Court of India's directions, the University Grants Commission (UGC) has issued regulations and guidelines to completely eliminate ragging from educational institutions.
  3. The UGC Regulations explaining "What Constitutes Ragging" are provided in Annexure-I.
  4. The UGC Guidelines regarding punishment for students found guilty of ragging are provided in Annexure-II.
  5. As per the Campus Rules and Code of Conduct, the Minor and Major penalties applicable to students are listed in Annexure-III.
  6. Every student and parent/guardian must submit an undertaking declaring that the student will not participate in any form of ragging.

Anti Ragging Monitoring

The Anti-Ragging Squad of the College and Hostel conducts regular as well as surprise inspections throughout the campus to ensure a safe learning environment for every student.

Senior students are once again instructed not to indulge in any form of ragging. If any incident of ragging is reported or verified, strict disciplinary action will be taken against the concerned student without exception.

Annexure - I

What Constitutes Ragging?

Ragging constitutes one or more of the following acts:

  1. Any conduct by any student or students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness a fresher or any other student.
  2. Indulging in rowdy or indisciplined activities by any student or students which causes or is likely to cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension thereof in any fresher or any other student.
  3. Asking any student to do any act which such student will not ordinarily perform and which has the effect of causing or generating a sense of shame, torment or embarrassment so as to adversely affect the physique or psyche of such fresher or any other student.
  4. Any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any fresher or other student.
  5. Exploiting the services of a fresher or any other student for completing academic tasks assigned to an individual or group of students.
  6. Any act of financial extortion or forceful expenditure burden put on a fresher or any other student by students.
  7. Any act of physical abuse including sexual abuse, homosexual assaults, stripping, forcing obscene or lewd acts, gestures, causing bodily harm or any danger to health.
  8. Any act or abuse by spoken words, emails, posts or public insults including deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfort of any fresher or student.
  9. Any act that affects the mental health and self-confidence of a fresher or any other student with or without an intent to derive sadistic pleasure or show power, authority or superiority.
Zero Tolerance Policy

The Institute follows a strict zero-tolerance policy towards ragging. Every complaint is treated seriously and appropriate action is initiated immediately.

Annexure - II

Administrative Action in the Event of Ragging

Any student found guilty of ragging may face one or more of the following disciplinary actions.

  1. Suspension from attending classes and academic privileges.
  2. Withholding or withdrawal of scholarship, fellowship and other benefits.
  3. Debarring from appearing in any test, examination or evaluation process.
  4. Withholding of examination results.
  5. Debarring from representing the institution in regional, national or international events, tournaments and youth festivals.
  6. Suspension or expulsion from the hostel.
  7. Cancellation of admission.
  8. Rustication from the institution for a period ranging from one to four semesters.
  9. Permanent expulsion from the institution and debarring from admission to any other institution for a specified period.
Strict Disciplinary Action

The decision of the Anti-Ragging Committee and the College Administration shall be final. Every student is expected to maintain discipline, respect fellow students and contribute to a safe academic environment.

Annexure - III

Penalties

The following disciplinary actions may be imposed upon students depending upon the nature and seriousness of the misconduct.

Minor Penalties

  • Oral Warning
  • Written Warning
  • Fine
  • Suspension from Classes for One Week

Major Penalties

  • Fine
  • Suspension from Classes for One Month / One Semester
  • Debarring from Appearing in University Examinations
  • Suspension from Hostel
  • Rustication from College

Every student is expected to maintain discipline, respect fellow students, faculty members and staff, and actively contribute towards creating a safe, friendly and professional academic environment. Any violation of these rules may result in disciplinary action as deemed appropriate by the Institute.
